一、检验检疫依据
(一)法律法规。
《中华人民共和国食品安全法》及其实施条例、《中华人民共和国进出境动植物检疫法》及其实施条例、《中华人民共和国进出口商品检验法》及其实施条例、《国务院关于加强食品等产品安全监督管理的特别规定》,以及《中华人民共和国进出口食品安全管理办法》、《中华人民共和国进口食品境外生产企业注册管理规定》等。

二、允许输华的产品
允许输华的泰国蜂产品是指蜂蜜、蜂王浆、蜂花粉。
蜂蜜是指蜜蜂采集植物的花蜜、分泌物或蜜露,与自身分泌物混合后,经充分酿造而成的天然甜物质。
蜂王浆是指工蜂咽下腺和上颚腺分泌的,主要用于饲喂蜂王和蜂幼虫的乳白色、淡黄色或浅橙色浆状物质。

三、加工企业要求

四、检验检疫要求
(一)为输华蜂产品提供原料的蜜蜂须符合下列条件:
1.来自位于泰国国境内的养蜂场,该养蜂场应在当地主管部门登记且受到有效监管。
2.蜜蜂采集植物的花蜜、分泌物或蜜露应安全无毒,不得来源于有毒蜜源植物和转基因植物。
(二)泰方确认其境内无蜂房小甲虫病(蜂窝甲虫)和蜜蜂亮热厉螨病。
(三)养蜂场周围半径5千米、产品输华前12个月内无美洲蜂幼虫腐臭病、欧洲蜂幼虫腐臭病。
(四)对于狄氏瓦螨(大蜂螨)的检疫要求:

六、生产、贮运及包装标识要求
(一)输华蜂产品,在加工和贮存过程中,应符合中国和泰国的相关卫生要求,防止受有毒有害物质的污染。输华蜂产品不得与不符合本公告第四条规定、非本注册加工企业的产品、本注册加工企业的其他产品同时加工或混合。同时应做好从养蜂场到加工、包装、贮存各个阶段的标示。应设有专门存放输华蜂产品的独立成品库或专门区域并明显标识。
(二)输华蜂产品必须用符合中国食品安全国家标准的食品接触材料包装。包装须密封,并应当以中文标明品名、产品的规格、产地(州/省/市)、生产企业注册号、生产批号、目的地(目的地应当标明为中华人民共和国)、生产日期(年/月/日)、保质期等内容。预包装输华蜂产品还应符合中国关于预包装食品标签的法律法规和标准的要求。
(三)输华蜂产品的包装、贮存和运输全过程,均应符合中国和泰国的相关卫生要求,防止受有毒有害物质的污染。货物在装入集装箱后,应在泰方官员监督下加施铅封,铅封号须在卫生证书中注明。运输过程中不得拆开及更换包装。
七、其他要求
中国海关对输华蜂产品实施检验检疫。如发现存在违反中国食品安全相关法律法规、食品安全国家标准以及《议定书》规定的情况,中方将按照中国相关法律法规予以处置。

V. Certificate Requirements
