根据我国法律法规和中华人民共和国海关总署(以下称中方)与印度尼西亚共和国检疫局(以下称印尼方)关于印度尼西亚输华饲用水生动物蛋白检疫和卫生要求的规定,即日起,允许符合以下要求的产品进口。
一、检验检疫依据
(一)《中华人民共和国生物安全法》;
(二)《中华人民共和国进出境动植物检疫法》及其实施条例;
(三)《进出口饲料和饲料添加剂检验检疫监督管理办法》;
(四)《中华人民共和国海关总署与印度尼西亚共和国检疫局关于印度尼西亚饲用鱼粉、鱼油等水生动物蛋白及油脂输华检疫和卫生要求议定书》(以下简称《议定书》)。
二、允许进口产品范围
本公告允许进口的产品范围包括饲用鱼粉、鱼油等水生动物蛋白及油脂,含水生动物(海洋哺乳动物除外)及其加工过程中产生的副产品制成的动物源性饲料。
三、生产企业要求
(一)经印尼方批准,由印尼方向中方推荐,获得中方注册登记;
(二)实施危害分析与关键控制点(HACCP)质量管理体系或按照HACCP理念建立质量管理体系,制定并有效执行质量安全卫生控制、自检自控、产品追溯和召回制度;
(三)在印尼方有效监督下,符合印尼方相关法律法规要求。
四、原料要求
(一)来自印度尼西亚本国海域、公海捕捞的水生动物或者养殖的水生动物(不包括海洋哺乳动物);
(二)由上述动物的整体或水产品加工厂的副产品加工生产;
(三)没有使用因动物疫病死亡的,或因扑灭动物疫情而淘汰的水生动物;
(四)不含除水生动物以外的其他动物源性成份,并且未受到第三国动物源性产品的污染。
五、生产加工要求
(一)在印尼方有效监督下;
(二)经过中心温度不低于85ºC、时间不少于15分钟的热加工,或者中方认可的其他等效加工方式;
(三)加工过程没有添加任何不明种类的动物源性原料及禁用物质;
(四)生产过程中和生产后采取有效措施避免污染。
六、安全卫生要求
(一)产品允许在印度尼西亚境内自由销售;
(二)产品符合《中华人民共和国进出境动植物检疫法》和相关法律法规及要求;
(三)产品不含有危害动物健康的有毒有害物质,并符合中国的饲料安全卫生标准;
(四)产品出口前,经印尼方官方主管部门随机抽样检测,结果符合以下要求:
1.沙门氏菌:25克样品中未检出:n=5, c=0, m=0, M=0;
2.肠杆菌:1克样品中 n=5, c=2, m=10, M=300;
其中:
n-检验的样品数;
m-细菌数的最小值(阈值);如果所有样品中细菌数都没有超过m,该结果为合格;
M-细菌数的最大值;如果有1个或多个样品中细菌数等于或大于M,该结果为不合格;
c-细菌数介于m与M之间的样品数,如果其他样品的细菌数是小于或等于m,该结果仍认为可接受;
3.在官方主管部门认可的实验室,采用聚合酶链式反应(PCR)方法检测反刍动物源性成分,结果为阴性。
七、包装、标签和存储运输要求
(一)包装全新、洁净,密封性和防潮性能良好,不易破损;
(二)产品外包装加施中文标签,标签符合中国国家标准《饲料标签》(GB 10648)的要求,并注明“非供人类食用”或“仅用作饲料”等警示语;
(三)产品的存储、运输过程中采取有效措施以避免污染。
八、出口前查验和证书要求
(一)印尼方负责对输华产品实施检验检疫,并按双方确认的证书样本出具卫生证书,证明其符合《议定书》要求;
(二)每批输华产品应至少随附一份官方正本卫生证书。
九、进境检验检疫
(一)证单核查。
1.核查是否来自注册登记企业;
2.核查卫生证书是否真实有效。
(二)货物检查。
中国海关根据有关法律、行政法规、规章等规定,结合本公告要求,对印度尼西亚输华产品实施检验检疫。经检验检疫合格的,准予进境。
(三)不合格情况处理。
1.有下列情形之一的,作退回或销毁处理:无有效的卫生证书的;来自非注册登记印度尼西亚生产企业的;货证不符的;检出未经批准的动物源性成分的;发现土壤、动物尸体、动物排泄物、检疫性有害生物,无法进行有效的检疫处理的;标签不符合标准且无法更正的。
2.经检测发现安全卫生项目不符合中国饲料卫生标准的,作除害、退回或者销毁处理。
3.发现散包、容器破裂的,由货主或代理人负责整理完好,包装破损且有传播动植物疫病风险的,应当对所污染的场地、物品、器具进行检疫处理。
4.对检出严重不合格问题的生产企业,中方将依法采取有关措施,并撤销相关企业输华资格。

I. Basis for Inspection and Quarantine

(2) Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations;
(3) Measures for the Administration of Inspection, Quarantine, and Supervision of Import and Export Feed and Feed Additives;

II. Scope of Products Permitted for Import

III. Requirements for Production Enterprises
(1) Approved by the Indonesian side, recommended by the Indonesian side to the Chinese side, and registered with the Chinese side.

IV. Raw Material Requirements

(3) Not produced using aquatic animals that died from animal diseases or were culled to control animal epidemics.

V. Production and Processing Requirements
(1) Under the effective supervision of the Indonesian side.
(2) Undergone heat treatment at a core temperature not lower than 85ºC for no less than 15 minutes, or other processing methods recognized as equivalent by the Chinese side.
(3) No addition of any animal-derived raw materials of unknown species or prohibited substances during the processing.
(4) Effective measures taken during and after production to avoid contamination.
VI. Safety and Hygiene Requirements
(1) The product is permitted for free sale within Indonesia.
(2) The product complies with the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and relevant laws, regulations, and requirements.
(3) The product does not contain toxic or harmful substances that endanger animal health and complies with China's feed safety and hygiene standards.
(4) Before export, the product undergoes random sampling and testing by the official competent authority of Indonesia, and the results must meet the following requirements:
1. Salmonella: Not detected in 25g sample: n=5, c=0, m=0, M=0.

VIII. Pre-export Inspection and Certificate Requirements
(1) The Indonesian side is responsible for inspecting and quarantining products for export to China and shall issue a Sanitary Certificate according to the mutually agreed certificate template, certifying compliance with the Protocol.
(2) Each shipment exported to China must be accompanied by at least one official original Sanitary Certificate.
IX. Entry Inspection and Quarantine
(1) Document Verification.
1. Verify whether the product originates from a registered enterprise.
2. Verify the authenticity and validity of the Sanitary Certificate.
(2) Goods Inspection.
China Customs shall conduct inspection and quarantine on products imported from Indonesia in accordance with relevant laws, administrative regulations, rules, and the requirements of this announcement. Products passing the inspection and quarantine are permitted entry.
(3) Handling of Non-compliance.
1. 2. If testing reveals non-compliance with Chinese feed hygiene standards for safety and hygiene items, the goods shall be subject to treatment, return, or destruction.
3. For broken packages or containers, the owner or agent is responsible for repackaging to a sound condition. If broken packaging poses a risk of spreading animal or plant diseases, quarantine treatment must be applied to the contaminated sites, items, and utensils.
4. For production enterprises found with serious non-compliance issues, the Chinese side will take relevant measures according to law and revoke the enterprise's qualification to export to China.
