  根据我国相关法律法规和中华人民共和国海关总署(以下称中方)与大韩民国农林畜产食品部(以下称韩方)有关韩国鲜食柿子输华植物检疫要求的规定,即日起,允许符合以下相关要求的韩国鲜食柿子进口。

  一、检疫依据

  (一)《中华人民共和国生物安全法》;

  (二)《中华人民共和国进出境动植物检疫法》及其实施条例;

  (三)《中华人民共和国食品安全法》及其实施条例;

  (四)《进境水果检验检疫监督管理办法》;

  (五)《中华人民共和国海关总署与大韩民国农林畜产食品部关于韩国鲜食柿子输华植物检疫要求合作谅解备忘录》。

  二、允许进境商品名称

  鲜食柿子Diospyros spp.(以下简称柿子)。

  三、允许的产地

  韩国柿子产区。

  四、批准的果园和包装厂

  输华柿子果园和包装厂应经韩方注册,并由中方批准注册。注册信息须包括名称、地址及注册号码,以便在出口水果不符合规定时进行准确溯源。注册名单应在每年出口季节前,由韩方向中方提供,经中方审核批准后在海关总署网站上公布。

  (一)果园管理。

  1.所有输华果园应实施良好农业操作规范(GAP)或其他类似安全制度规范,维持果园卫生状况、及时清理落果、采摘后剪枝等;执行有害生物综合防治(IPM),包括有害生物监测调查、化学防治、生物防治及农事操作等。

  2.所有输华果园应在韩方监管下,针对中方关注的检疫性有害生物开展有害生物监测和综合管理。所有输华果园须从开花期至收获期开展有害生物监测,每两周监测一次,重点调查枝干、茎、叶和果实是否有这些有害生物。如发现任何一种有害生物,应立即采取措施,如化学和生物防治措施,控制有害生物的发生。

  3.所有输华果园植物检疫措施应当在韩方或其授权机构培训的专业技术人员的指导下实施。

  4.所有输华果园必须保留有害生物的监测和防治记录至少两年,并应要求向中方提供。有害生物监测及防治记录应当包括监测时间、发现的有害生物名称、采取的防治措施以及所使用化学品的名称、有效成分、浓度和使用日期等详细信息。

  (二)包装厂管理。

  (三)包装要求。

  (三)不合格处理。

  1.如发现来自未经批准的果园或包装厂,则该批货物不得进境。

In accordance with relevant Chinese laws and regulations and the provisions stipulated in the Memorandum of Understanding on Phytosanitary Requirements for the Export of Fresh Persimmons from the Republic of Korea to China between the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side) and the Ministry of Agriculture, Food and Rural Affairs of the Republic of Korea (hereinafter referred to as the Korean side), fresh persimmons from the Republic of Korea meeting the following relevant requirements are permitted for import effective immediately.

I. Basis for Quarantine
(1) Biosafety Law of the People's Republic of China;
(2) Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations;
(3) Food Safety Law of the People's Republic of China and its implementation regulations;
(4) Measures for the Administration of Inspection, Quarantine, and Supervision of Imported Fruits;
(5) Memorandum of Understanding between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Food and Rural Affairs of the Republic of Korea on Phytosanitary Requirements for the Export of Fresh Persimmons from the Republic of Korea to China.

II. Name of Commodity Permitted for Entry
Fresh persimmons, Diospyros spp. (hereinafter referred to as persimmons).

III. Permitted Origin
Persimmon production areas in the Republic of Korea.

IV. Approved Orchards and Packing Houses
Orchards and packing houses for persimmons intended for export to China shall be registered by the Korean side and approved and registered by the Chinese side. Registration information must include name, address, and registration number for accurate traceability in case exported fruits do not comply with regulations. The registration list shall be provided by the Korean side to the Chinese side before each export season and, after review and approval by the Chinese side, published on the GACC website.

VI. Pre-Export Management
(1) Orchard Management.

  1. All orchards producing persimmons for export to China shall implement Good Agricultural Practices (GAP) or other similar safety and standardization systems, maintain orchard sanitary conditions, promptly remove fallen fruits, conduct pruning after harvest, etc.; implement Integrated Pest Management (IPM), including pest monitoring surveys, chemical control, biological control, and agricultural practices.

  2. All orchards producing persimmons for export to China shall, under the supervision of the Korean side, conduct pest monitoring and integrated management targeting the quarantine pests of concern to China. All such orchards must conduct pest monitoring from flowering to harvest, at least once every two weeks, focusing on inspecting branches, stems, leaves, and fruits for these pests. If any pest is found, immediate measures such as chemical and biological control shall be taken to control the pest occurrence.

  3. Phytosanitary measures in all orchards producing persimmons for export to China shall be implemented under the guidance of professional technical personnel trained by the Korean side or its authorized institutions.

  4. All orchards producing persimmons for export to China must retain pest monitoring and control records for at least two years and provide them to the Chinese side upon request. Pest monitoring and control records shall include detailed information such as monitoring time, names of pests found, control measures taken, as well as the name, active ingredient, concentration, and application date of any chemicals used.

(2) Packing House Management.

  1. The processing, packaging, refrigeration, and transportation of finished persimmons for export to China must be carried out under the quarantine supervision of the Korean side or its authorized personnel.

  2. During packaging, persimmons for export to China shall undergo sorting, grading, and cleaning of the fruit surface using high-pressure air guns or water guns to ensure the fruits are free from insects, mites, rotten fruits, branches, leaves, other plant residues, and soil.

  3. Packaged persimmons for export to China shall be immediately stored in refrigerated rooms, separate from other persimmons that do not meet quarantine requirements, to prevent secondary pest infestation.

(3) Packaging Requirements.

  1. Packaging materials shall be clean, sanitary, unused, and comply with Chinese phytosanitary and sanitary requirements. If wooden packaging is used, it must comply with International Standards for Phytosanitary Measures No. 15 (ISPM 15).

  2. Each package must be marked with information such as fruit name, place of origin (province and district), country, orchard or its registration number, packing house or its registration number. Each package and pallet shall be marked in Chinese or English with "Exported to the People's Republic of China".

(4) Pre-Export Inspection and Quarantine.

  1. For two years following the effective date of this announcement, the Korean side or its authorized personnel shall conduct inspection and quarantine at a sampling rate of 2% per batch. If no phytosanitary issues are found within two years, the sampling rate may be reduced to 1%. Suspicious fruits found during quarantine shall be cut open for inspection.

  2. If any quarantine pest of concern to China is found, the entire batch of persimmons is not allowed to be exported to China. The Korean side shall investigate the cause and take improvement measures, maintain records of detections, and provide them to the Chinese side upon request.

(5) Phytosanitary Certificate Requirements.
For persimmons that pass quarantine inspection, the Korean side shall issue a Phytosanitary Certificate, indicating the registration numbers of the orchard and packing house, and include the following statement in the Additional Declaration: "This consignment of persimmons complies with the Phytosanitary Requirements for Export of Fresh Persimmons from Korea to China, and is free from any quarantine pests of concern to China."

VII. Entry Inspection and Quarantine and Handling of Non-compliance
When persimmons for export to China arrive at the Chinese port of entry, China Customs shall implement inspection and quarantine according to the following requirements.

(1) Verification of Relevant Certificates and Marks.

  1. Verify whether the imported persimmons have obtained the Entry Animal and Plant Quarantine Permit.

  2. Verify whether the Phytosanitary Certificate complies with the provisions of Article VI(5) of this announcement.

  3. Verify whether the marks on packages and pallets comply with the provisions of Article VI(3) of this announcement.

(2) Entry Inspection and Quarantine.

  1. Persimmons for export to China shall enter through ports permitted by China for fruit import.

  2. Upon arrival at the Chinese port of entry, China Customs will inspect the relevant documents and marks, and implement inspection and quarantine in accordance with Chinese laws and regulations, national standards, and the requirements of this announcement.

(3) Handling of Non-compliance.

  1. If the goods are found to be from unapproved orchards or packing houses, the batch of goods shall not be permitted entry.

  2. If live quarantine pests of concern to China or other quarantine pests not previously recorded in the Republic of Korea are found, the batch of goods shall be returned, destroyed, or treated.

  3. If non-compliance with Chinese food safety laws, regulations, or national standards is found, the batch of goods shall be returned or destroyed.
