一、检验检疫依据

(四)《进境水果检验检疫监督管理办法》;
(五)《中华人民共和国海关总署与秘鲁共和国农业发展与灌溉部关于秘鲁香蕉输华植物检疫要求议定书》。
二、允许进境商品名称
鲜食香蕉(以下简称香蕉),学名Musa spp.,英文名Banana。仅限未成熟且果皮未开裂的青香蕉。
三、允许的产地
秘鲁香蕉产区。
四、批准的果园、包装厂
输华香蕉果园、包装厂须经秘方审核,并由中方批准注册。注册信息包括名称、地址及标识号码,以便在出口货物不符合本公告相关规定时准确溯源。每年出口季节前,秘方应向中方提供注册名单。
五、中方关注的检疫性有害生物名单

六、出口前管理
(一)果园管理。
1.输华果园应建立并实施良好农业操作规范(GAP),以确保生产过程的可追溯性;维持果园卫生条件、收获时剔除烂果、病果和开裂果实等,并执行有害生物综合防治(IPM),包括病虫害监测、化学或生物防治以及农事操作等防控措施。
2.输华果园应在秘方的监管下采取有效的有害生物监测和综合防治措施,以避免中方关注的检疫性有害生物的发生。
3.输华果园的植物检疫措施必须在具有有害生物防控和监测等植物检疫知识的技术人员指导下实施,技术人员应当接受秘方或其授权机构的培训。

3.包装好的香蕉如需存储,应当立即入库并单独存放,避免受到有害生物再次感染。
4.包装厂应建立溯源体系以保证输华香蕉可追溯至注册果园,应记录加工包装日期、香蕉来源果园名称或其注册号码、香蕉数量、出口日期、出口数量、输往国家、车辆或集装箱号码、封识号码等信息。如果加工过程中使用化学品,还应记录化学品的名称、有效成分、剂量、使用日期等信息。记录应保留至少两年。
(三)包装要求。
1.包装材料应干净卫生、未使用过,符合中国有关植物检疫和卫生要求。如使用木质包装,须符合国际植物检疫措施标准第15号要求。
2.每个包装箱上须用中文或英文标注水果名称、出口国、产地(省、市)、果园和包装厂名称和注册号码等信息。每个包装箱和托盘应用中文或英文标明“输往中华人民共和国”或“Exported to the People’s Republic of China”。
3.装载输华香蕉的集装箱或密闭车辆应干净卫生并加施封识,抵达中国进境口岸时其封识应保持完好无损。
(四)出口前检验检疫。
1.在贸易开始的前两年内,秘方应按照每批货物2%的比例对输华香蕉进行抽样检查。如两年内没有发生植物检疫问题,抽样比例可降为1%。
2.如发现中方关注的检疫性有害生物、土壤,整批货物不得出口到中国。秘方应查明原因,并采取改进措施。同时保存相关记录,应要求提供给中方。
(五)植物检疫证书要求。
经检疫合格的香蕉,秘方应按照国际植物检疫措施标准第12号相关规定出具植物检疫证书,注明果园和包装厂名称或注册号码,并在附加声明中注明:“This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Banana Fruits from Peru to China, and is free from quarantine pests of concern to China.”(该批货物符合秘鲁鲜食香蕉输华植物检疫议定书要求,不带中方关注的检疫性有害生物。)
七、进境检验检疫及不合格处理
输华香蕉到达中国进境口岸时,中国海关按照以下要求实施检验检疫。

2.核查植物检疫证书是否符合本公告第六条第(五)项规定。
3.核查包装箱和托盘上的标识是否符合本公告第六条第(三)项规定。
(二)进境检验检疫。
1.输华香蕉应从中方允许进口水果的口岸进境。
2.按照中国法律法规、国家标准等规定,实施检验检疫,经检验检疫合格的,准予进境。
(三)不合格处理。
1.如发现来自未经中方批准的果园、包装厂,则该批货物不准进境。
2.如发现成熟或果皮开裂的香蕉,对上述香蕉作退运或销毁。
3.如发现香蕉细菌性枯萎病菌2号小种,该批货物作退运或销毁。
4.如发现中方关注的其他检疫性有害生物或秘鲁新发生的检疫性有害生物活体以及枝、叶和土壤,则该批货物作退回、销毁或除害处理。
5.如发现不符合中国食品安全法律法规和国家标准的,该批货物作退回或销毁处理。

II. Name of Commodity Permitted for Entry
Fresh banana (hereinafter referred to as banana), scientific name Musa spp., English name Banana. Only unripe, uncracked green bananas are permitted.
III. Permitted Origin
Banana production areas in Peru.
IV. Approved Orchards and Packing Houses
Orchards and packing houses for bananas intended for export to China shall be reviewed by the Peruvian side and approved and registered by the Chinese side. VI. Pre-Export Management
(1) Orchard Management.
Orchards for export to China shall establish and implement Good Agricultural Practices (GAP) to ensure process traceability; maintain orchard sanitary conditions, remove rotten, diseased, and cracked fruits during harvest, and implement Integrated Pest Management (IPM), including pest monitoring, chemical or biological control, and agricultural practices.
Orchards for export to China shall, under the supervision of the Peruvian side, implement effective pest monitoring and integrated control measures to avoid the occurrence of quarantine pests of concern to China.
Phytosanitary measures in orchards for export to China must be implemented under the guidance of technical personnel with knowledge of pest control and monitoring. The technical personnel shall receive training from the Peruvian side or its authorized institutions.
Orchards for export to China shall retain pest monitoring and control records and provide them to the Chinese side upon request. Control records shall include detailed information such as the names, active ingredients, application dates, and concentrations of all chemical agents used during the growing season.
Regarding Ralstonia solanacearum race 2, orchards for export to China shall establish a Pest Free Place of Production (PFPP) in accordance with International Standards for Phytosanitary Measures No. 10 (ISPM 10). If symptoms related to R. solanacearum race 2 are found within the orchard, pest management measures must be implemented to eradicate the pest. The PFPP status can only be restored after 6 months with no record of the pest.
For other quarantine pests of concern to China such as whiteflies and scale insects, orchard monitoring must be conducted from the flowering period to harvest at least once every 15 days. If pests or their corresponding symptoms are detected during monitoring, integrated management measures including chemical, physical, or biological control shall be taken to ensure bananas for export to China are free from the aforementioned quarantine pests. Monitoring and control activities are carried out by producers and supervised by the Peruvian side.
(2) Packing House Management.
The processing, packaging, storage, and loading of bananas for export to China shall be carried out under the supervision of the Peruvian side.
During processing and packaging, bananas shall undergo procedures such as soaking, washing, manual sorting, and grading to ensure they are free from insects, mites, snails, rotten fruit, weed seeds, plant residues, and soil.
Packaged bananas intended for storage shall be immediately placed in storage and kept separately to avoid re-infestation by pests.
Packing houses shall establish a traceability system to ensure bananas for export to China can be traced back to registered orchards. If quarantine pests of concern to China or soil are found, the entire batch of goods shall not be exported to China. The Peruvian side shall investigate the cause and take improvement measures. Relevant records shall be kept and provided to the Chinese side upon request.
(5) Phytosanitary Certificate Requirements.
For bananas that pass quarantine inspection, the Peruvian side shall issue a Phytosanitary Certificate in accordance with International Standards for Phytosanitary Measures No. 12 (ISPM 12), indicating the names or registration numbers of the orchard and packing house, and include the following statement in the Additional Declaration: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Banana Fruits from Peru to China, and is free from quarantine pests of concern to China."
VII. Entry Inspection and Quarantine and Handling of Non-compliance
When bananas for export to China arrive at the Chinese port of entry, China Customs shall implement inspection and quarantine according to the following requirements.
(1) Verification of Relevant Certificates and Marks.
Verify whether the imported banana has obtained the Entry Animal and Plant Quarantine Permit.
Verify whether the Phytosanitary Certificate complies with the provisions of Article VI(5) of this announcement.
Verify whether the marks on packages and pallets comply with the provisions of Article VI(3) of this announcement.
(2) Entry Inspection and Quarantine.
Bananas for export to China shall enter through ports permitted by China for fruit import.
Inspection and quarantine shall be implemented in accordance with Chinese laws, regulations, and national standards. Goods passing the inspection and quarantine are permitted entry.
(3) Handling of Non-compliance.
If the goods are found to be from orchards or packing houses not approved by the Chinese side, the batch of goods shall not be permitted entry.
If ripe or cracked bananas are found, such bananas shall be returned or destroyed.
If Ralstonia solanacearum race 2 is found, the batch of goods shall be returned or destroyed.
If other live quarantine pests of concern to China or newly occurring quarantine pests in Peru, as well as branches, leaves, or soil are found, the batch of goods shall be returned, destroyed, or treated.
If non-compliance with Chinese food safety laws, regulations, or national standards is found, the batch of goods shall be returned or destroyed.
