根据我国相关法律法规和中华人民共和国海关总署(以下称中方)与新西兰初级产业部(以下称新方)关于新西兰宠物食品输华检疫和卫生要求的规定,即日起,允许符合以下要求的新西兰宠物食品进口:

  一、检验检疫依据

  (一)《中华人民共和国生物安全法》;

  (二)《中华人民共和国进出境动植物检疫法》及其实施条例;

  (三)《进出口饲料和饲料添加剂检验检疫监督管理办法》;

  (四)《中华人民共和国海关总署与新西兰初级产业部关于新西兰输华宠物食品检疫和卫生要求安排备忘录》(以下简称《备忘录》)。

  二、允许进口产品范围

  本公告中的宠物食品是指经工业化加工、生产的供宠物直接食用的产品,包括干制宠物食品、罐头宠物食品、宠物零食、宠物卷类食品、宠物营养补充剂及咀嚼产品。

  三、疫病控制要求

  (一)重点疫病。

  包括:牛海绵状脑病、痒病、慢性消耗性疾病。

  若新西兰发生上述任一疫病,新方应立即暂停所有输华宠物食品出口。中方完成风险评估并解除相关疫病禁令,且双方协商一致后,符合要求的宠物食品可恢复输华。

  (二)其他疫病。

  包括:高致病性禽流感、裂谷热、牛瘟、水泡性口炎、炭疽、蓝舌病、布鲁氏菌病(流产布鲁氏菌和马尔他布鲁氏菌)、新城疫、非洲猪瘟、猪水泡病、古典猪瘟、口蹄疫。

  若新西兰发生上述任一疫病,新方应立即暂停相关疫病控制区内企业生产的、含与该疫病相关动物原料的宠物食品输华,并向中方提供相关技术材料。中方开展评估,经双方协商一致后,受影响的宠物食品企业可恢复输华。

  四、原料及来源动物要求

  (一)禁止使用反刍动物源性蛋白饲喂反刍动物(牛奶除外)。根据法律,不得使用中国或新西兰禁止使用的兽药及饲料添加剂。

  (二)陆生动物原料(乳制品原料及炼制原料除外)符合以下要求:

  1.来源动物在新西兰出生和饲养;

  2.若为养殖动物,经宰前宰后检验,在屠宰当日未出现上述任何动物疫病症状,且适用于宠物食品生产;

  3.若为被猎杀或捕获的野生动物,符合新西兰野生动物源性动物食用产品供应的相关法规,经评估为健康个体,且非濒危物种;

  4.不是来自因动物疫病死亡的动物,或来自因疫病根除计划而紧急屠宰的动物;

  5.在新方批准的企业生产,符合新西兰宠物食品安全卫生相关法律法规及监管要求。

  (三)乳制品原料符合以下要求:

  1.来自在新西兰出生或饲养的健康动物;

  2.在新方批准的企业加工,符合新西兰动物食用产品相关法规要求;

  3.经过热加工,且/或产品所用原料乳已经过最低72ºC、至少持续15秒(或等效)的热加工。

  (四)水生动物原料符合以下要求:

  1.来源水生动物无传染病症状;

  2.不是因传染病根除计划而紧急屠宰的动物;

  3.在新方批准的企业/船只加工,且符合新西兰动物食用产品相关法规要求。

  (五)除上述要求外,进口动物原料须从符合新西兰生物安全要求且经中方批准的国家和地区合法进口,检疫合格且适用于宠物食品生产,其中反刍动物源性原料不得来自中国实施传染性海绵状脑病(TSE)禁令的国家和地区。

  (六)植物源性原料符合植物检疫要求,不含有毒有害物质及新西兰法规禁用的成分,不含未经中国官方批准的转基因成分。

  (七)炼制动物原料符合新西兰相关法律法规及安全卫生要求,且适用于宠物食品生产。

  五、生产加工企业要求

  含有陆生和/或水生动物原料的输华宠物食品生产加工企业须符合以下要求:

  (一)经新西兰主管机构批准并合法运营;

  (二)按照新方批准的基于危害分析与关键控制点(HACCP)的风险管理计划运行;

  (三)经新方验证,确认其生产加工符合新西兰安全卫生管理相关规定;

  (四)由新方推荐,获得中方注册登记。

  六、生产加工要求

  (一)商业无菌宠物食品。

  1.经高温高压热加工,F0值不低于3.0;

  2.采用适当密封方式,且生产工艺经验证可实现商业无菌;

  3.其他加工方式须经新方批准并获中方认可。

  (二)热加工干制宠物食品。

  1.挤压膨化干制宠物食品在挤压膨化或干燥工序中,产品中心温度不低于100ºC。

  2.其他热加工宠物食品(商业无菌宠物食品、挤压膨化干制宠物食品及咀嚼宠物食品除外)须按照附件规定的方式进行加工。

  3.若新西兰发生口蹄疫疫情,输华宠物食品应满足以下要求:

  (1)不得使用口蹄疫疫情控制区内的原料;

  (2)须经中心温度不低于70ºC、持续时间不少于30分钟的热加工。

  4.其他加工方式须经新方批准并获中方认可。

  (三)咀嚼产品。

  经中心温度不低于75ºC、持续时间不少于30分钟的热加工工艺,且经验证可有效杀灭包括沙门氏菌在内的致病菌及真菌营养体;或在pH值为14的碱性溶液中浸泡至少8小时。

  七、产品要求

  (一)获准在新西兰市场销售;

  (二)具备符合新西兰要求的可追溯体系;

  (三)符合新西兰相关监管要求,同时符合中国关于禁用物质、有毒有害物质、污染物管理的法律法规和相关食品安全标准;

  (四)宠物食品输华前,生产含有水生和/或陆生动物原料的宠物食品企业,应建立经过验证的加工流程,该流程符合以下要求:

  1.商业无菌宠物食品符合商业无菌的要求;

  2.非商业无菌宠物食品符合以下要求:

  沙门氏菌:25克中未检出:n=5,c=0,m=0,M=0;

  其中:

  n-检验的样品数;

  c-细菌数介于m与M之间的样品数,如果其他样品的细菌数是小于或等于m,该结果仍认为可接受;

  m-细菌数的最小值(阈值);如果所有样品中细菌数都没有超过m,该结果为合格;

  八、包装、标签和储存运输要求

  (三)外包装须注明生产加工企业名称与地址、注册登记号码、出口国,并标注“非供人类食用”或“仅限宠物食品用”字样。

  (四)宠物食品储存运输过程中采取有效措施,防止外部污染。

  九、出口前查验和证书要求

  输华宠物食品应由新方实施检验检疫。每批含陆生和/或水生动物原料的输华宠物食品须随附至少一份卫生证书原件。

  十、进境检验检疫要求

  (一)检疫审批。

  进口企业应按照有关规定办理《进境动植物检疫许可证》。

  (二)证单核查。

  1.核查是否按要求附有《进境动植物检疫许可证》;

  2.核查是否来自注册登记企业;

  3.核查卫生证书是否真实有效。

  (三)货物检查。

  中国海关根据有关法律、行政法规、规章等规定,结合本公告要求,对新西兰输华宠物食品实施检验检疫。经检验检疫合格的,准予进境。

  (四)不合格情况处理。

  1.有下列情形之一的,作退回或销毁处理:无有效的卫生证书的;来自非注册登记新西兰生产企业的;货证不符的;发现土壤、动物尸体、动物排泄物、检疫性有害生物,无法进行有效的检疫处理的;标签不符合标准且无法更正的。

  2.经检测发现安全卫生项目不符合中国宠物饲料卫生标准的,作除害、退回或者销毁处理。

  3.发现散包、容器破裂的,由货主或代理人负责整理完好,包装破损且有传播动植物疫病风险的,应当对所污染的场地、物品、器具进行检疫处理。

  4.对发生严重问题或多次发生不合格问题的生产企业,中方可暂停其输华资质。

(2) Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations;
(3) Measures for the Administration of Inspection, Quarantine, and Supervision of Import and Export Feed and Feed Additives;
(4) Memorandum of Arrangement between the General Administration of Customs of the People's Republic of China and the Ministry for Primary Industries of New Zealand on Quarantine and Hygiene Requirements for Pet Food Exported to China (hereinafter referred to as the "MoA").

II. Scope of Products Permitted for Import
Pet food as referred to in this announcement means industrially processed and manufactured products intended for direct consumption by pets, including dry pet food, canned pet food, pet treats, rolled pet food, pet nutritional supplements, and chew products.

III. Disease Control Requirements
(1) Key Diseases.
Include: Bovine Spongiform Encephalopathy (BSE), Scrapie, Chronic Wasting Disease (CWD).
Should any of the above diseases occur in New Zealand, the New Zealand side shall immediately suspend the export of all pet food to China. Pet food meeting the requirements may resume export to China after the Chinese side completes a risk assessment and lifts the relevant disease ban, and upon mutual agreement between the two sides.
(2) Other Diseases.
Include: Highly Pathogenic Avian Influenza (HPAI), Rift Valley Fever (RVF), Rinderpest, Vesicular Stomatitis (VS), Anthrax, Bluetongue, Brucellosis (Brucella abortus and Brucella melitensis), Newcastle Disease (ND), African Swine Fever (ASF), Swine Vesicular Disease (SVD), Classical Swine Fever (CSF), Foot-and-Mouth Disease (FMD).
Should any of the above diseases occur in New Zealand, the New Zealand side shall immediately suspend the export to China of pet food produced by enterprises within the relevant disease control zone that contain animal ingredients related to the disease, and shall provide relevant technical materials to the Chinese side. The Chinese side will conduct an assessment, and upon mutual agreement, affected pet food enterprises may resume export to China.

IV. Raw Material and Source Animal Requirements
(1) The use of ruminant-derived protein in feed for ruminants is prohibited (except for milk). Veterinary drugs and feed additives whose use is prohibited by China or New Zealand shall not be used, as per law.
(2) Terrestrial animal raw materials (excluding dairy product raw materials and rendered raw materials) shall meet the following requirements:

  1. Source animals are born and raised in New Zealand.

  2. If farmed animals, they undergo ante- and post-mortem inspection, show no symptoms of any of the above-mentioned animal diseases on the day of slaughter, and are suitable for pet food production.

  3. If wild animals that are hunted or captured, they comply with relevant New Zealand regulations for the supply of wild animal-derived edible products, are assessed as healthy individuals, and are not endangered species.

  4. Are not from animals that died due to animal disease, or from animals emergency-slaughtered as part of a disease eradication program.

V. Requirements for Production and Processing Enterprises
Production and processing enterprises for pet food containing terrestrial and/or aquatic animal raw materials intended for export to China shall meet the following requirements:
(1) Approved by the competent New Zealand authority and legally operated.
(2) Operate under a Hazard Analysis and Critical Control Point (HACCP)-based risk management plan approved by the New Zealand side.
(3) Verified by the New Zealand side to confirm that their production and processing comply with relevant New Zealand safety and hygiene management regulations.
(4) Recommended by the New Zealand side and registered with the Chinese side.

VI. Production and Processing Requirements
(1) Commercially Sterile Pet Food.

  1. Undergo high-temperature and high-pressure heat processing with an F0 value not less than 3.0.

  2. Use appropriate sealing methods, and the production process must be validated to achieve commercial sterility.

  3. Other processing methods must be approved by the New Zealand side and recognized by the Chinese side.
    (2) Heat-processed Dry Pet Food.

  4. For extruded and expanded dry pet food, the product's core temperature during the extrusion/expansion or drying process is not lower than 100ºC.

  5. Other heat-processed pet foods (excluding commercially sterile pet food, extruded/expanded dry pet food, and chew pet food) must be processed according to the methods specified in the attachment.

  6. Should an FMD outbreak occur in New Zealand, pet food for export to China must meet the following requirements:
    (1) Raw materials from within the FMD outbreak control zone shall not be used.
    (2) Must undergo heat processing at a core temperature not lower than 70ºC for a duration not less than 30 minutes.

  7. Other processing methods must be approved by the New Zealand side and recognized by the Chinese side.
    (3) Chew Products.
    Undergo a heat processing technology at a core temperature not lower than 75ºC for a duration not less than 30 minutes, and validated to effectively kill pathogenic bacteria including Salmonella and fungal vegetative cells; OR be soaked in an alkaline solution with a pH of 14 for at least 8 hours.

VII. Product Requirements
(1) Approved for sale in the New Zealand market.
(2) Possess a traceability system that meets New Zealand requirements.
(3) Comply with relevant New Zealand regulatory requirements, as well as Chinese laws, regulations, and relevant food safety standards concerning prohibited substances, toxic and harmful substances, and contaminant management.
(4) Prior to export to China, enterprises producing pet food containing aquatic and/or terrestrial animal raw materials shall establish a validated processing procedure that meets the following requirements:
1. For commercially sterile pet food, it meets the requirements for commercial sterility.
2. For non-commercially sterile pet food, it meets the following requirement:
Salmonella: Not detected in 25g: n=5, c=0, m=0, M=0.

VIII. Packaging, Labeling, and Storage/Transportation Requirements

X. Entry Inspection and Quarantine Requirements
(1) Quarantine Approval.
Importing enterprises shall apply for and obtain an Entry Animal and Plant Quarantine Permit in accordance with relevant regulations.
(2) Document Verification.

  1. Verify whether the required Entry Animal and Plant Quarantine Permit is attached.

  2. Verify whether the product originates from a registered enterprise.

  3. Verify the authenticity and validity of the Sanitary Certificate.
    (3) Goods Inspection.
    China Customs shall conduct inspection and quarantine on pet food imported from New Zealand in accordance with relevant laws, administrative regulations, rules, and the requirements of this announcement. Products passing the inspection and quarantine are permitted entry.
    (4) Handling of Non-compliance.
