根据我国相关法律法规和中华人民共和国海关总署(以下称中方)与埃塞俄比亚联邦民主共和国农业部(以下称埃方)关于埃塞俄比亚木薯干输华植物检疫要求的规定,即日起,允许符合以下相关要求的埃塞俄比亚木薯干进口:
一、检验检疫依据
(一)《中华人民共和国生物安全法》;
(二)《中华人民共和国进出境动植物检疫法》及其实施条例;
(三)《中华人民共和国进出口商品检验法》及其实施条例;
(四)《进出境粮食检验检疫监督管理办法》;
(五)《中华人民共和国海关总署与埃塞俄比亚联邦民主共和国农业部关于埃塞俄比亚木薯干输华植物检疫要求议定书》。
二、允许进境商品名称
本公告中木薯干(Manihot esculenta Crantz),是指产自埃塞俄比亚境内的木薯,经切碎和干燥制成的木薯片和木薯粒。
三、允许的产地
埃塞俄比亚全境。
四、企业注册
输华木薯干生产、加工、存放企业应当经埃方考核批准,由埃方向中方推荐符合要求的企业,经中方检查或审查通过后予以注册登记,中方将在海关总署网站上公布相关企业名单并动态更新。
五、中方关注的检疫性有害生物
输华木薯干不得携带以下检疫性有害生物:

六、装运前要求
(一)生产要求。

2.埃方应监督木薯干的收获、加工、仓储过程,督促企业对输华的木薯干采取去土、清杂、晾晒、烘干等措施,确保不带土壤、植物病残体和其他外来杂质。必要时,应进行熏蒸等除害处理,防止带有中方关注的检疫性有害生物。
(二)包装及运输要求。
输华木薯干应采用包装运输,使用的包装应符合中国进境植物检疫要求。每个包装应以清晰的中文标注“本产品输往中华人民共和国”字样,以及生产、加工、存放企业名称及注册号等信息。
(三)产品要求。
输华木薯干应符合中国进境植物检疫要求,不带有活体昆虫、土壤和中方关注的检疫性有害生物,不得故意添加或混合其他外来杂质。
(四)出口前检疫和证书要求。

七、进境检验检疫

八、不符合情况处理
1.无有效植物检疫证书的,作退回或销毁处理。
2.来自未经注册登记企业的,作退回或销毁处理。
3.发现活的检疫性有害生物或其他活的有害生物的,作除害、退回或销毁处理。
4.发现土壤、未经中国官方批准的转基因成分的,作退回或销毁处理。
5.发现其他不符合中国进境动植物检疫要求和相关安全卫生标准的,将按照相关法律法规规定处理。
发现上述不合格情况,中方将向埃方通报,并视违规情况严重程度暂停相关企业输华资质,直至中方确认问题已得到有效整改。

VI. Pre-Shipment Requirements
(1) Production Requirements.
The Ethiopian side shall organize relevant growers, processors, and exporters to implement integrated control measures to minimize the occurrence of pests during the production of dried cassava.
The Ethiopian side shall supervise the harvesting, processing, and storage processes of dried cassava, urging enterprises to take measures such as soil removal, impurity cleaning, sun-drying, and oven-drying for dried cassava intended for export to China, ensuring it is free from soil, plant disease residues, and other foreign impurities. Fumigation or other disinfection treatments shall be conducted when necessary to prevent the presence of quarantine pests of concern to China.

VII. Entry Inspection and Quarantine
(1) Supervision Requirements.
Dried cassava for export to China shall enter through ports equipped with designated supervision sites for entry grains and shall be processed in designated processing plants. It shall not directly enter the distribution market without processing.
The loading, unloading, transportation, storage, and processing of dried cassava for export to China shall comply with relevant Chinese sanitary and phytosanitary requirements.
(2) Document Verification.
Verify whether a valid Entry Animal and Plant Quarantine Permit is attached.
Verify whether the consignment originates from a registered enterprise.
Verify the authenticity and validity of the Phytosanitary Certificate.
(3) Goods Inspection.
Based on relevant laws, administrative regulations, and rules, and in conjunction with Articles V and VI of this announcement, entry inspection and quarantine shall be conducted on the imported dried cassava. Entry is permitted only after passing the inspection.
VIII. Handling of Non-Compliance
Consignments without a valid Phytosanitary Certificate shall be returned or destroyed.
Consignments originating from unregistered enterprises shall be returned or destroyed.
If live quarantine pests or other live pests are found, the consignment shall be subject to disinfection, return, or destruction.
If soil or genetically modified components not approved by Chinese authorities are found, the consignment shall be returned or destroyed.
Other instances of non-compliance with Chinese entry animal and plant quarantine requirements and relevant safety and hygiene standards shall be handled according to relevant laws and regulations.
Upon discovery of any aforementioned non-compliance, the Chinese side will notify the Ethiopian side and may suspend the export qualification of the relevant enterprise(s) to China depending on the severity of the violation, until the Chinese side confirms that effective corrective actions have been taken.
