  根据我国相关法律法规和中华人民共和国海关总署(以下称中方)与越南社会主义共和国农业与环境部(以下称越方)有关越南鲜食菠萝蜜输华植物检疫要求的规定,允许符合以下相关要求的越南鲜食菠萝蜜进口。

  一、检疫依据

  (一)《中华人民共和国生物安全法》;

  (二)《中华人民共和国进出境动植物检疫法》及其实施条例;

  (三)《中华人民共和国食品安全法》及其实施条例;

  (四)《进境水果检验检疫监督管理办法》;

  (五)《中华人民共和国海关总署与越南社会主义共和国农业与环境部关于越南鲜食菠萝蜜输华植物检疫要求议定书》。

  二、允许进境商品名称

  鲜食菠萝蜜(以下简称菠萝蜜),学名Artocarpus heterophyllus,英文名Jackfruit。

  三、允许的产地

  越南菠萝蜜产区。

  四、批准的果园和包装厂

  输华菠萝蜜果园、包装厂应经越方审核,并由中方批准注册。注册信息包括名称、地址及注册号码,以便在出口货物不符合本公告相关规定时准确溯源。越方应向中方提供注册名单,经中方审核批准后,在海关总署网站公布并定期更新。

  五、中方关注的检疫性有害生物名单

  1.三带实蝇Bactrocera umbrosa

  2.李比利氏灰粉蚧Dysmicoccus lepelleyi

  3.新菠萝灰粉蚧Dysmicoccus neobrevipes

  六、出口前管理

  (一)果园管理。

  1.输华菠萝蜜果园应在越方监管下建立完善的质量管理体系和溯源体系。实施良好农业操作规范(GAP),维持果园卫生条件,如周围无影响水果生产的污染源,及时清理落果、烂果等,并实施有害生物综合治理(IPM),包括定期开展有害生物监测调查,物理、化学或生物防治有害生物,以及农事操作等控制措施。

  2.越方应按国际植物检疫措施标准第6号(ISPM 6)的要求,针对中方关注的检疫性有害生物制定管理计划,全年组织实施果园监测。除视觉检查外,还应采用多种物理或化学方式对有害生物进行诱集监测。针对三带实蝇,须在果园内悬挂实蝇信息素诱捕器,并利用黄色粘虫板进行物理监测等。针对黄翅绢野螟,必须利用诱虫灯或黄色粘虫板进行物理监测等。针对介壳虫等有害生物,必须进行果园监测,从开花期至收获期,至少每15天监测一次,检查果实、茎和叶上是否有介壳虫。

  3.如在监测中发现有害生物或其相应症状,采取包括物理、化学或生物防治在内的综合管理措施,以确保输华菠萝蜜不带中方关注的检疫性有害生物。对中方关注的检疫性有害生物的综合管理措施应由越方批准并在贸易开始前,应要求由越方向中方提供。

  4.有害生物的监测与防治应在专业技术人员指导下实施,越方或者越方授权培训机构应对技术人员进行培训。

  5.越方应保留果园有害生物监测记录及防治记录,并在需要时向中方提供。防治记录应包括生长季节使用的化学药剂名称、有效成分、使用剂量及时间等信息。

  (二)包装厂管理。

  1.输华菠萝蜜的加工、包装、储藏和装运过程,须在越方或越方授权人员检疫监管下进行。

  2.输华菠萝蜜的包装厂应整洁卫生,地面需硬化,且有原料场和成品库。

  3.输华菠萝蜜的存放、加工、处理等功能区应相对独立、布局合理,且与生活区采取隔离措施并有适当的距离。

  4.输华菠萝蜜在包装过程中,应经人工挑选、分级和清洁等工序,剔除病果、虫果、烂果、畸形果、枝叶或其他植物残体及土壤等,并采用高压气枪或水枪吹喷和刷洗等有效措施清洁果实表面,必要时可用细软干净的棉布对菠萝蜜外表进行手工擦拭,以有效去除果实表面附着的昆虫、虫卵、病原孢子等。

  5.包装好的菠萝蜜如需存储,应当立即入库并单独存放,避免受到有害生物再次感染。

  6.装有输华菠萝蜜的集装箱必须在装箱时检查是否具备良好的卫生条件。集装箱应加施封识,抵达中国入境口岸时其封识应完好无损。

  7.注册包装厂应建立溯源体系以保证输华菠萝蜜可追溯至注册果园,记录加工包装日期、来源果园名称或其注册号码、数量、出口日期、出口数量、输往国家、集装箱号码等信息。

  (三)包装要求。

  1.包装材料应干净卫生、未使用过,符合中国有关植物检疫和卫生要求。如使用木质包装,须符合国际植物检疫措施标准第15号(ISPM 15)要求。

  2.每个包装箱上应用中文或英文标注水果名称、出口国家、产地(省、市)、果园名称或其注册号码、包装厂名称或其注册号码等信息。每个包装箱和托盘需用中文或英文标出“输往中华人民共和国”或“Exported to the People’s Republic of China”。

  (四)出口前检验检疫。

  1.越方或其授权机构应按照每批货物2%的比例对每批输华菠萝蜜进行抽样检查。如一年内没有发生植物检疫问题,抽样比例降为1%。

  2.如发现中方关注的检疫性有害生物、枝叶或土壤,整批货物不得出口中国,并视情况暂停本出口季剩余时间相关果园或包装厂菠萝蜜输华。越方应查明原因,并采取改进措施。同时,保存查获记录,应要求提供给中方。

  (五)植物检疫证书要求。

  经检疫合格的,越方应按国际植物检疫措施标准第12号(ISPM 12)出具植物检疫证书,注明果园和包装厂名称或注册号码,并在附加声明中注明:“This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Jackfruits from Vietnam to China, and is free from quarantine pests of concern to China.”(该批货物符合越南鲜食菠萝蜜输华植物检疫要求的议定书,不带中方关注的检疫性有害生物。)

  七、进境检验检疫及不合格处理

  输华菠萝蜜到达中国进境口岸时,中国海关按照以下要求实施检验检疫。

  (一)有关证书和标识核查。

  1.核查进口菠萝蜜是否获得《进境动植物检疫许可证》。

  2.核查植物检疫证书是否符合本公告第六条第(五)项的规定。

  3.核查包装箱和托盘上的标识是否符合本公告第六条第(三)项的规定。

  (二)进境检验检疫。

  1.输华菠萝蜜应从中方允许进口水果的口岸进境。

  2.菠萝蜜到达中国进境口岸时,中国海关将检查有关单证和标识,并按照中国法律法规和国家标准及本公告要求实施检验检疫。

  (三)不合格处理。

  1.如发现来自未经中方认可的果园、包装厂,则该批货物不准进境。

  2.如发现中方关注的检疫性有害生物或越南新发生的其他检疫性有害生物活虫,或发现土壤、植物残体等,则对该批货物作退回、销毁或除害处理。

  3.如发现不符合中国食品安全国家法律法规及标准的,则对该批货物作退回或销毁处理。

  本公告自2026年6月1日起实施。特此公告。

I. Basis for Quarantine
(1) Biosafety Law of the People's Republic of China;
(2) Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations;
(3) Food Safety Law of the People's Republic of China and its implementation regulations;
(4) Measures for the Administration of Inspection, Quarantine, and Supervision of Imported Fruits;
(5) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Environment of the Socialist Republic of Vietnam on Phytosanitary Requirements for the Export of Fresh Jackfruit from Vietnam to China.

II. Name of Commodity Permitted for Entry
Fresh jackfruit (hereinafter referred to as jackfruit), scientific name Artocarpus heterophyllus, English name Jackfruit.

III. Permitted Origin
Jackfruit production areas in Vietnam.

IV. Approved Orchards and Packing Houses
Orchards and packing houses for jackfruit intended for export to China shall be reviewed by the Vietnamese side and approved and registered by the Chinese side. Registration information includes name, address, and registration number for accurate traceability in case exported goods do not comply with relevant provisions of this announcement. The Vietnamese side shall provide the registration list to the Chinese side, which, after review and approval by the Chinese side, will be published and periodically updated on the GACC website.

VI. Pre-export Management
(1) Orchard Management.

  1. Orchards for jackfruit intended for export to China shall establish a sound quality management and traceability system under the supervision of the Vietnamese side. Implement Good Agricultural Practices (GAP), maintain orchard sanitary conditions (e.g., no pollution sources affecting fruit production in the vicinity, timely removal of fallen and rotten fruits), and implement Integrated Pest Management (IPM), including regular pest monitoring surveys, physical, chemical, or biological pest control, and agricultural practices.

  2. The Vietnamese side shall, in accordance with International Standards for Phytosanitary Measures No. 6 (ISPM 6), develop and implement an orchard monitoring plan throughout the year targeting the quarantine pests of concern to China. In addition to visual inspection, various physical or chemical methods for pest trapping and monitoring shall be used. For Bactrocera umbrosa, sex pheromone traps must be hung in the orchards and yellow sticky boards used for physical monitoring. For Glyphodes caesalis, insect traps or yellow sticky boards must be used for physical monitoring. For scale insects and other pests, orchard monitoring must be conducted from flowering to harvest at least once every 15 days, checking fruits, stems, and leaves for scale insects.

  3. If pests or their corresponding symptoms are detected during monitoring, integrated management measures including physical, chemical, or biological control shall be taken to ensure jackfruit for export to China is free from quarantine pests of concern to China. Integrated management measures for quarantine pests of concern to China shall be approved by the Vietnamese side and, if requested, provided by the Vietnamese side to the Chinese side before the start of trade.

  4. Pest monitoring and control shall be carried out under the guidance of professional technical personnel. The Vietnamese side or its authorized training institutions shall provide training to the technical personnel.

  5. The Vietnamese side shall maintain records of orchard pest monitoring and control, and provide them to the Chinese side upon request. (2) Packing House Management.

  2. Packing houses for jackfruit intended for export to China shall be clean and sanitary, with hardened floors, and have raw material yards and finished product warehouses.

  3. Functional areas for storage, processing, and handling of jackfruit for export to China shall be relatively independent and reasonably laid out, with isolation measures and appropriate distance from living areas.

  4. During packaging, jackfruit for export to China shall undergo manual selection, grading, and cleaning processes to remove diseased, infested, rotten, deformed fruits, branches, leaves, other plant residues, and soil. Effective measures such as high-pressure air guns or water guns for blowing, spraying, and brushing shall be used to clean the fruit surface. If necessary, fine, clean cotton cloth may be used to manually wipe the jackfruit surface to effectively remove insects, eggs, and pathogen spores adhering to the fruit surface.

  5. Packed jackfruit intended for storage shall be immediately placed in storage and kept separately to avoid re-infestation by pests.

  6. Containers carrying jackfruit for export to China must be checked for good sanitary conditions during loading. Containers shall be sealed, and the seals shall remain intact upon arrival at the Chinese port of entry.

  7. Registered packing houses shall establish a traceability system to ensure jackfruit for export to China can be traced back to registered orchards, recording information such as processing and packaging date, name or registration number of the source orchard, quantity, export date, export quantity, destination country, and container number.

(3) Packaging Requirements.

  1. Packaging materials shall be clean, sanitary, unused, and comply with Chinese phytosanitary and sanitary requirements. If wooden packaging is used, it must comply with International Standards for Phytosanitary Measures No. 15 (ISPM 15).

Each package shall be marked in Chinese or English with information such as fruit name, exporting country, place of origin (province, city), orchard name or its registration number, and packing house name or its registration number. If quarantine pests of concern to China, branches, leaves, or soil are found, the entire batch of goods is not allowed to be exported to China, and the export of jackfruit from the relevant orchard or packing house may be suspended for the remainder of the export season depending on the situation. The Vietnamese side shall investigate the cause and take improvement measures. Meanwhile, records of detections shall be kept and provided to the Chinese side upon request.

(5) Phytosanitary Certificate Requirements.
Upon passing quarantine inspection, the Vietnamese side shall issue a Phytosanitary Certificate in accordance with International Standards for Phytosanitary Measures No. 12 (ISPM 12), indicating the names or registration numbers of the orchard and packing house, and include the following statement in the Additional Declaration: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Jackfruits from Vietnam to China, and is free from quarantine pests of concern to China."

VII. Entry Inspection and Quarantine and Handling of Non-compliance
When jackfruit for export to China arrives at the Chinese port of entry, China Customs shall implement inspection and quarantine according to the following requirements.

(1) Verification of Relevant Certificates and Marks.

  1. Verify whether the imported jackfruit has obtained the Entry Animal and Plant Quarantine Permit.

  2. Verify whether the Phytosanitary Certificate complies with the provisions of Article VI(5) of this announcement.

  3. Verify whether the marks on packages and pallets comply with the provisions of Article VI(3) of this announcement.

(2) Entry Inspection and Quarantine.

  1. Jackfruit for export to China shall enter through ports permitted by China for fruit import.

  2. Upon arrival at the Chinese port of entry, China Customs will inspect the relevant documents and marks, and implement inspection and quarantine in accordance with Chinese laws and regulations, national standards, and the requirements of this announcement.

(3) Handling of Non-compliance.

  1. If the goods are found to be from orchards or packing houses not approved by the Chinese side, the batch of goods shall not be permitted entry.

  2. If live quarantine pests of concern to China or other newly occurring quarantine pests in Vietnam are found, or soil or plant residues are found, the batch of goods shall be returned, destroyed, or treated.

  3. If non-compliance with Chinese national food safety laws, regulations, or standards is found, the batch of goods shall be returned or destroyed.

This announcement shall be implemented from June 1, 2026.
