  根据我国法律法规和中华人民共和国海关总署(以下称中方)与俄罗斯联邦兽医和植物检疫监督局(以下称俄方)关于俄罗斯药用干制鹿茸输华检疫和卫生要求的规定,即日起,允许符合以下要求的俄罗斯药用干制鹿茸进口。

  一、检验检疫依据

  (一)《中华人民共和国生物安全法》;

  (二)《中华人民共和国进出境动植物检疫法》及其实施条例;

  (三)《进出境中药材检疫监督管理办法》;

  (四)《中华人民共和国海关总署与俄罗斯联邦兽医和植物检疫监督局关于俄罗斯药用干制鹿茸输华检疫和卫生要求议定书》(以下简称《议定书》)。

  二、进口产品范围

  本公告中药用干制鹿茸,是指新鲜采集后经干燥和热处理,用作中药材原料的鹿茸。

  三、生产企业要求

  (一)鹿茸生产企业(包括采集、加工、包装和储存企业)已建立完善的产品追溯体系,确保产品能够追溯到鹿茸来源的养殖场或动物群;

  (二)俄方对鹿茸的生产加工过程进行监管,确保鹿茸生产企业符合《议定书》的要求;

  (三)鹿茸生产企业应由俄方向中方推荐,经中方审核合格并注册登记,完成注册登记的企业可向中国出口鹿茸;未经中方注册登记的企业,不得向中国出口鹿茸。

  四、进口产品要求

  (一)输华鹿茸供体鹿要求。

  1.在俄罗斯官方注册的养殖场出生和饲养;

  4.来自中方认可的口蹄疫无疫区;

  2.鹿茸采集前经俄方官方兽医临床检查确认鹿茸来源鹿健康;

  3.鹿茸采集过程符合俄罗斯兽医法律法规要求。

  五、生产加工要求

  (一)在中方注册登记的鹿茸生产企业加工,加工过程符合双方法律法规要求;

  (二)采集后的鹿茸先经100ºC沸水处理至少10分钟,再进行热干燥处理至少30分钟,确保鹿茸内部温度不低于80ºC;

  (三)烘干后的鹿茸在专用仓库内存放,防止受到污染。

  六、包装、存放和运输要求

  (一)鹿茸须用全新(未使用过)、无毒、安全的材料进行包装;

  (二)包装上加施货物标签,标签用中文、俄文和英文标明品名、重量、储存条件、生产日期以及生产企业名称、地址、注册号等相关信息;

  (三)包装、存放和运输过程均应符合双方国家相关卫生要求;输华鹿茸包装后应与非输华产品分开存放。

  七、出口前查验和证书要求

  俄方确保输华鹿茸符合《议定书》有关规定,并出具兽医卫生证书。

  八、进境检验检疫要求

  (一)证单核查。

  1.核查是否来自注册登记企业;

  2.核查是否办理《进境动植物检疫许可证》;

  3.核查卫生证书是否真实有效。

  (二)货物检查。

  中国海关根据有关法律、行政法规、规章等规定,结合本公告要求,对输华鹿茸实施检验检疫。经检验检疫合格的,准予进境。

  (三)不合格情况处理。

I. Basis for Inspection and Quarantine
(1) Biosafety Law of the People's Republic of China;
(2) Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations;
(3) Measures for the Administration of Inspection, Quarantine, and Supervision of Entry and Exit Traditional Chinese Medicinal Materials;
(4) Protocol between the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation on Quarantine and Hygiene Requirements for the Export of Medicinal Dried Deer Antler from Russia to China (hereinafter referred to as the "Protocol").

II. Scope of Imported Products

III. Requirements for Production Enterprises
(1) Deer antler production enterprises (including enterprises involved in collection, processing, packaging, and storage) must have established a sound product traceability system to ensure products can be traced back to the farm or animal group of origin.
(2) The Russian side shall supervise the production and processing process of deer antler to ensure compliance of the production enterprises with the requirements of the Protocol.
(3) Deer antler production enterprises shall be recommended by the Russian side to the Chinese side and, after passing the Chinese side's review, be registered. IV. Requirements for Imported Products
(1) Requirements for Donor Deer Supplying Antler for Export to China.

3. Inspected according to annual monitoring plans and veterinary epidemic prevention measures.

(2) Requirements for Collection of Antler for Export to China.

VII. Pre-Export Inspection and Certificate Requirements

VIII. Entry Inspection and Quarantine Requirements
(1) Document Verification.
1. Verify whether the product originates from a registered enterprise.
2. Verify whether an Entry Animal and Plant Quarantine Permit has been obtained.
3. Verify the authenticity and validity of the Health Certificate.
(2) Goods Inspection.
China Customs shall conduct inspection and quarantine on deer antler for export to China in accordance with relevant laws, administrative regulations, rules, and the requirements of this announcement. Products passing the inspection and quarantine are permitted entry.
(3) Handling of Non-compliance.
If non-compliance is discovered during entry inspection and quarantine, China Customs shall handle the matter in accordance with relevant laws, administrative regulations, rules, the Protocol, and other relevant regulations. For antler production enterprises with serious issues or repeated non-compliance, the Chinese side may take measures such as enhanced inspection and quarantine or import prohibition.

IX. Other Requirements
