  根据我国相关法律法规和中华人民共和国海关总署与挪威王国农业和食品部关于挪威输华乳品检验检疫和食品安全要求的规定,自本公告发布之日起,允许符合检验检疫和食品安全要求的挪威乳品进口:

  一、检验检疫依据

  (一)《中华人民共和国食品安全法》及其实施条例、《中华人民共和国进出境动植物检疫法》及其实施条例、《中华人民共和国进出口商品检验法》及其实施条例。

  (二)《中华人民共和国进出口食品安全管理办法》《中华人民共和国进口食品境外生产企业注册管理规定》。

  (三)《中华人民共和国海关总署和挪威王国农业和食品部关于挪威王国输华乳品检验检疫和食品安全要求议定书》。

  二、允许进口的产品

  允许进口的挪威乳品是指原产于挪威,用牛乳、山羊乳和绵羊乳为主要原料加工而成、符合中国食品安全国家标准要求的各类乳制品。

  三、生产企业要求

  输华乳品生产企业须经挪威官方机构批准或注册,在官方监督之下于挪威生产,且符合中国和挪威有关动物卫生和公共卫生的要求。

  根据《中华人民共和国食品安全法》《中华人民共和国进口食品境外生产企业注册管理规定》,向中国出口乳品的生产企业应当在中国注册,未获得注册的企业生产的产品不得向中国出口。

  四、提供原料乳的奶畜要求

  为输华乳品提供原料乳的奶畜须符合以下要求:

  (一)来自符合下列条件的农场:

  1.口蹄疫检疫限制要求已取消至少2个月。

  2.采集生乳时,农场过去12个月内未发现炭疽(Anthrax)临床症状。

  3.奶畜农场未发现牛结核病(Bovine Tuberculosis)、副结核(Paratuberculosis)、牛瘟(Rinderpest)、裂谷热(Rift Valley fever)、小反刍兽疫(Peste des petits ruminants)、绵羊痘和山羊痘(Sheep pox and Goat pox)、痒病(Scrapie)、牛传染性胸膜肺炎(Contagious bovine pleuropneumonia)。

  (二)输华乳品的生乳原料应来自挪威或经批准可向中国出口对应的乳品原料的国家(地区)。

  (三)输华乳品在加工和仓储各个阶段应易于识别,不得与不符合本公告规定的乳品一起加工。

  (四)用于加工输华乳制品的生乳中不含应用抗生素期间和休药期间的乳汁、变质乳,以及初乳(用于加工牛初乳粉时除外)。

  (五)乳基婴幼儿配方食品中未添加初乳成分。

  (六)产品采用下列加工工序之一:

  1.挪威为WOAH认证无口蹄疫国家,则采用最低温度72 ºC至少15秒的消毒程序(高温—瞬时巴氏消毒HTST);

  七、包装和标识要求

  八、存放和运输要求

I. Basis for Inspection and Quarantine

II. Permitted Products for Import

2. At the time of raw milk collection, no clinical symptoms of Anthrax have been detected on the farm in the past 12 months.
3. The dairy farm is free from Bovine Tuberculosis, Paratuberculosis, Rinderpest, Rift Valley fever, Peste des petits ruminants, Sheep pox and Goat pox, Scrapie, and Contagious bovine pleuropneumonia.
4. The farm is under the supervision of the Norwegian authorities.
5. The farm and its surrounding areas are not subject to quarantine restrictions due to animal diseases as stipulated by the WOAH Code and Norwegian animal health regulations.
6. Norway implements the relevant requirements of WOAH, which should be continuously monitored and reported to WOAH.
(2) Animals have not been fed with feed and drugs prohibited for animal feeding in Norway and China.

(4) Based on the Norwegian national residue monitoring plan and raw milk test results, residues of veterinary drugs, pesticides, and other toxic and hazardous substances in dairy products for export to China do not exceed the maximum limits set by Chinese standards.

V. Certificate Requirements
Dairy products for export to China shall be accompanied by a Veterinary Health Certificate issued by the Norwegian authorities.

VI. Food Safety Requirements
(1) Dairy products for export to China shall comply with the laws and regulations of Norway and China, as well as the requirements of Chinese food safety national standards.
(2) The raw milk for dairy products for export to China shall originate from Norway or from countries (regions) approved to export corresponding dairy raw materials to China.
(3) Dairy products for export to China should be easily identifiable at all stages of processing and storage and shall not be processed together with dairy products that do not comply with this announcement.
(4) Raw milk used for processing dairy products for export to China shall not contain milk from animals during antibiotic treatment and withdrawal periods, spoiled milk, or colostrum (except when used for processing bovine colostrum powder).
(5) Milk-based infant formula foods shall not contain added colostrum components.
(6) Products shall undergo one of the following processing procedures:
1. If Norway is a WOAH-certified Foot-and-Mouth Disease-free country, then a pasteurization process with a minimum temperature of 72ºC for at least 15 seconds (High-Temperature Short-Time, HTST) is used.
2. Otherwise, a process with a minimum temperature of 132ºC for at least 1 second (Ultra-High Temperature, UHT) is used, or the HTST process (minimum 72ºC for at least 15 seconds) is applied twice.

VII. Packaging and Labeling Requirements
Dairy products for export to China must be packaged in new materials that comply with Chinese standards. The outer packaging shall be marked in Chinese and English with specifications, place of origin (specifically state/province/city), destination, product name, weight, manufacturer's name, registration number, production batch number, storage conditions, production date, and shelf life.
Inner packaging shall comply with relevant Chinese regulations, and the label shall indicate the country of origin, product name, enterprise registration number, manufacturer's name, address and contact information, production date and shelf life, and production batch number.

VIII. Storage and Transportation Requirements
The entire process from packaging, storage to transportation of dairy products for export to China shall comply with sanitary conditions to prevent contamination by toxic and hazardous substances. After goods are loaded into containers, they shall be sealed, and the seal number must be indicated on the Veterinary Health Export Certificate. Packaging shall not be opened or replaced during transportation.
