VI. Pre-Shipment Requirements
(1) Production Requirements.

The Russian side shall, in accordance with the requirements of the International Plant Protection Convention (IPPC) and International Standards for Phytosanitary Measures (ISPMs), monitor the quarantine pests of concern to China in cultivation and storage areas, and submit monitoring reports to the Chinese side as needed.
The Russian side shall supervise the cultivation, harvesting, processing, storage, transportation, and export process of mung beans to ensure a complete traceability system is in place. The Russian side shall urge enterprises to implement strict sorting and impurity removal for mung beans intended for export to China, ensuring they are free from deformed, broken, or diseased seeds, as well as insects, mites, mollusks, soil, weed seeds, and other plant residues.

(2) Packaging and Transportation Requirements.
