一、对同我国签有双边或多边汽车运输协定的国家，其承运人及车辆在符合协定规定的情形下，可以按照TIR公约规定从事TIR运输活动。

二、根据TIR公约及相关规定，除装载符合《一九七二年集装箱关务公约》的集装箱进行运输的牵引车头及半挂车、运输长大笨重货物的公路车辆外，从事TIR运输的车辆应当取得《海关加封货物道路运输车辆批准证明书》（以下简称《车辆批准证明书》）。

在《车辆批准证明书》有效期的最后一天或之前开始的运输，《车辆批准证明书》在整个运输过程中持续有效，直至运输结束。
