一、对同我国签有双边或多边汽车运输协定的国家,其承运人及车辆在符合协定规定的情形下,可以按照TIR公约规定从事TIR运输活动。
二、根据TIR公约及相关规定,除装载符合《一九七二年集装箱关务公约》的集装箱进行运输的牵引车头及半挂车、运输长大笨重货物的公路车辆外,从事TIR运输的车辆应当取得《海关加封货物道路运输车辆批准证明书》(以下简称《车辆批准证明书》)。
在《车辆批准证明书》有效期的最后一天或之前开始的运输,《车辆批准证明书》在整个运输过程中持续有效,直至运输结束。
三、TIR运输货物在进出境口岸办理报关手续的,收发货人、受委托的报关企业应通过中国国际贸易“单一窗口”中“进口报关单整合申报”或“出口报关单整合申报”模块申报。

According to the TIR Convention and relevant regulations, vehicles engaged in TIR transport shall obtain the Certificate of Approval for Road Vehicles for the Transport of Goods under Customs Seal (hereinafter referred to as the Certificate of Approval for Road Vehicles), except for tractor units and semi-trailers carrying containers compliant with the Customs Convention on Containers, 1972, and road vehicles transporting large, heavy, or bulky goods.
If transport commences on or before the last day of the validity of the Certificate of Approval for Road Vehicles, the certificate remains valid throughout the entire transport process until the transport concludes.
III.
