为支持多式联运高质量发展,提高国际多式联运货物通关便利化水平,海关总署决定在前期试点基础上,启动进出口货物海铁联运和水水中转多式联运监管模式试点,现就有关事项予以公告。
一、本公告所称多式联运是指货物载运方式为集装箱载运,且境内运输方式为铁路运输或水路运输、进出境运输方式为水路运输的联运模式。企业可以根据自身需要开展多式联运监管模式试点。
二、多式联运载运货物范围应符合《中华人民共和国海关关于转关货物监管办法》(海关总署令第89号公布)及相关规定要求。
载运货物的集装箱应符合《中华人民共和国海关对用于装载海关监管货物的集装箱和集装箱式货车车厢的监管办法》(海关总署令第110号公布)相关要求。
境内载运货物的船舶应符合海关总署公告2022年第73号(关于明确承运境内水运转关货物的运输企业及其船舶备案管理有关事项的公告)相关要求。
三、多式联运经营人及其代理企业(以下简称联运经营人)、海关监管作业场所经营企业(以下简称场所经营企业)可以通过国际贸易“单一窗口”或凭《多式联运业务数据传输申请表》向海关办理多式联运业务数据传输申请手续。
联运经营人、场所经营企业应通过国际贸易“单一窗口”向海关传输多式联运申请单及相关电子数据。联运经营人可以委托代理企业传输受委托地的多式联运相关电子数据。

四、作业流程。
(一)进口流程。
1.联运经营人应在多式联运货物原始舱单传输后向海关传输进口多式联运申请单。海关受理多式联运申请单后,进口货物收货人、受委托的报关企业可以办理进口货物的申报手续。
2.场所经营企业应在收到海关多式联运申请单放行信息后办理装载离场手续,并在离场后及时向海关传输离场信息。
3.需在境内换装运输工具的,场所经营企业应在货物运抵换装地后向海关传输到货信息,按照海关同意换装的通知开展换装作业。
4.场所经营企业应在货物完成换装后办理换装离场手续,并在离场后及时向海关传输离场信息。
5.货物运抵指运地后,场所经营企业应向海关传输到货信息。海关收到相关信息即可办理货物的检查、放行手续。
6.境内段涉及多程运输的,按照上述第3、4项要求分段传输相关信息。
(二)出口流程。
1.联运经营人应在办理出口货物申报手续前向海关传输多式联运申请单。
2.货物运抵启运地后,场所经营企业向海关传输到货信息。海关收到相关信息即可办理货物的检查、放行手续。
3.场所经营企业应在收到海关多式联运申请单放行信息后办理装载离场手续,并在离场后及时向海关传输离场信息。
4.需在境内换装运输工具的,场所经营企业应在货物运抵换装地后向海关传输到货信息,按照海关同意换装的通知开展换装作业。
5.场所经营企业应在货物完成换装后办理换装离场手续,并在离场后及时向海关传输离场信息。

五、多式联运货物运输过程中应施加封志,联运经营人在联运过程中应保持封志完好。未经海关同意,不得擅自开启或者损毁海关施加的封志。境内运输方式为水运或铁路的多式联运货物,商业封志完好的,可以不施加海关封志。需施加海关封志的,应由货物所在地海关在海关监管作业场所施加。
六、境内运输服务由同一联运经营人提供,且换装时涉及铁路运输的,经海关同意,换装作业可以在非海关监管作业场所开展,并由联运经营人传输到货、离场信息,海关可以派员监装监卸,必要时可以对货物进行抽核。
七、信息变更、删除。
(一)变更、删除多式联运申请单的,联运经营人应向进境地或启运地海关申请。
(二)变更境内物流信息的,应由联运经营人或受委托地的代理企业向收到最近一程到货信息的海关申请。
(三)变更出境物流信息的,应由联运经营人或受委托地的代理企业向出境地海关申请。
(四)拆分多式联运申请单中的进口货物提(运)单或出口货物多式联运分单、变更货物件数重量的,联运经营人应向指运地或启运地海关申请。
(五)货物因故需要更换集装箱或商业封志的,联运经营人应通知指运地或启运地海关,并在海关监管下办理换箱、换封手续。
(六)到货、离场信息异常的,联运经营人或场所经营企业收到海关通知后,应及时向货物所在地海关说明情况,并根据实际情况向海关变更多式联运申请单电子数据或删除重发到货、离场信息。
(七)多式联运经营人及代理企业的代理关系可以变更或补充。
八、货物在多式联运申请单放行后取消出口的,无需运输返回启运地。联运经营人应在相关货物报关单撤销后向启运地海关申请办理多式联运申请单办结手续。
九、本公告涉及用语的含义。
启运地,是指出口多式联运货物报关发运地点。
出境地,是指出口多式联运货物离开关境的口岸。
进境地,是指进口多式联运货物进入关境的口岸。
指运地,是指进口多式联运货物运抵报关的地点。
换装地,是指多式联运货物在境内装卸、换装运输工具的地点。
到货信息,是指反映多式联运货物实际运抵海关监管作业场所或海关认可地点情况的信息。
离场信息,是指反映多式联运货物离开启运地或换装地情况的信息。
本公告自2026年1月27日起实施。海关总署公告2024年第137号附件内容与本公告不符的,以本公告附件内容为准。

I. Multimodal transport as referred to in this announcement means a combined transport mode where goods are carried in containers, with domestic transport by rail or waterway and cross-border transport by waterway. Enterprises may participate in the pilot multimodal transport supervision model based on their own needs.
II. The scope of goods carried under multimodal transport shall comply with the Measures of the Customs of the People's Republic of China on the Supervision of Transshipment Goods (promulgated by GACC Order No. 89) and related regulations.
Containers carrying goods shall comply with the relevant requirements of the Measures of the Customs of the People's Republic of China on the Supervision of Containers and Container-type Trucks for Carrying Customs-supervised Goods (promulgated by GACC Order No. 110).

III. Multimodal transport operators and their agent enterprises (hereinafter referred to as multimodal transport operators) and operators of customs supervision operation sites (hereinafter referred to as site operators) may apply to Customs for multimodal transport data transmission procedures through the International Trade "Single Window" or by submitting the Application Form for Multimodal Transport Business Data Transmission.
Multimodal transport operators and site operators shall transmit the multimodal transport application form and related electronic data to Customs through the International Trade "Single Window". IV. Operational Procedures
(1) Import Procedures.
The multimodal transport operator shall transmit the import multimodal transport application form to Customs after the transmission of the original manifest for multimodal transport goods. After Customs accepts the multimodal transport application form, the consignee of the imported goods or the entrusted customs declaration enterprise may proceed with the declaration formalities for the imported goods.
The site operator shall handle the loading and departure procedures after receiving the release information for the Customs multimodal transport application form and shall promptly transmit the departure information to Customs after departure.
If transshipment of transport means is required within China, the site operator shall transmit the goods arrival information to Customs after the goods arrive at the transshipment location and carry out the transshipment operation according to Customs' approval notice for transshipment.
The site operator shall handle the departure procedures after the completion of transshipment and shall promptly transmit the departure information to Customs after departure.

VII. Information Change, Deletion.

(2) To change domestic logistics information, the multimodal transport operator or the agent enterprise for the entrusted location shall apply to the Customs that received the most recent leg's arrival information.
(3) To change outbound logistics information, the multimodal transport operator or the agent enterprise for the entrusted location shall apply to the Customs at the place of exit.
